Start at the Blue Mosque courtyard. From there walk east through Sultanahmet Park -- it is flat, stroller-friendly, and has plenty of benches.
Feeding pigeons in Sultanahmet Park is free entertainment for kids. A bag of dried chickpeas from any grocery store is cheaper than vendor seed.
The tram stops at Sultanahmet station. Avoid the tourist horse carriages as they are overpriced.
The Basilica Cistern has wide flat walkways and quiet corners if a kid gets overwhelmed. The dim lighting and echoing water is calming for overstimulated toddlers.
Hagia Sophia is right there but skip it with kids under 6 -- the queues are 45+ minutes and there is nothing interactive.

The Sultanahmet area looked intimidating on paper but it is super family-friendly. The pedestrian square is huge and safe. There are kebab and corn vendors on every corner when the kids get hungry. We did not go inside any major monument but had the most relaxed day of our trip.
